usage .py config define

注意到当前zhpy 的配置文件还是 .ini 格式，
建议使用原生的.py 作为配置，减少解析过程，易于扩展

目前打算是由 py 檔外部內部各支援一種對應方式, 
以因應各種需求

外部: 
    自動搜尋目錄下的 ini, 將參數加入關鍵字(rev 37 中已實現)

內部: 
    識別標頭的 docsting,  將參數加入關鍵字 (尚未決定細節)
