Killing shot sometimes displays to safe room #56

In some outlier instances, shoot_messages() will a stagger message for a killing shot to the safe room:

the bravo guardian(BRAVO) off'd jsoh the dedly bomer(MOB). CARNAGE!
jsoh the dedly bomer staggers as he is hit!
