Limit certain API calls to certain IP ranges

• gate-pam / nss calls should only be allowed only from internal networks
• decide complete list of apis
• decide which should be public/private
• implement this

This can't be done. Better, we now have per host authentication token, it's much better compared to uniq api. lets close this issue.
