Implement CFG_CENTER primitives #76

This implements all of the CFG_CENTER primitives. BSCANE2 and STARTUPE2, arguably the most used, have been tested working: https://fosstodon.org/@hansfbaier/111185153200473777 https://fosstodon.org/@hansfbaier/111164220274385390 I also tested the USRDONEO output on STARTUPE2.
