add Dutch translation #198

  1. Add Dutch translation
  2. Remove all 'translatable="false"' strings from Dutch translation
  3. Add "contributor_translator_dutch" to default values/strings.xml
  4. Add "contributor_translator_dutch" plus name to default values/arrays.xml
