Would have to think through permissions, perhaps have a setting for this
Also think about how this fits with the finalize flow and the ability of the cook to finalize a meal (which is currently planned)
Also think about how the cook might be able to adjust existing signups
As an admin, I should be able to add or remove diners from a meal on their behalf.
This can address multiple use cases:
There are luddites who aren't skilled at or intimidated by using a computer.
Someone may become temporarily unable to use the system, due to illness, injury, or extended absence.
New members may not have had the time to have all of their account info setup, but want to participate.
If we do implement this feature, we would need an audit trail to track who signed someone up.
