Track publicly_queryable post types #217

Fixes #202 so that CPTs with 'public' => false and 'publicly_queryable' => true trigger Action Monitor actions.

Eagerly anticipating this PR. ACM and Gatsby are best in class for headless Wordpress but without build triggers I can’t use them together in any client-facing projects!
