Update markdown-lint-check to v3.10.2. #144

This version includes a fix for #anchor links. See https://github.com/tcort/markdown-link-check/issues/91.

This is the same change as #129.

@gaurav-nelson As noted above, this is no different in content from #129, but I'm interested in getting this change merged as soon as is practical if you agree, and the other PR appears to be stalled.

Hi @gaurav-nelson, is this a change you'd be willing to merge? I'm asking because I'm currently keeping a fork that I'd like to get rid of, but depends on having the checker update.

I rebased to pick up the changes from #145 and CI appears happy again.
