From what I understand, Issue 48 is more related to 'trashing' icons. Where the
user attempts to remove an icon and places it in the Action Buttons instead.

In issue 37 (sorry, I know I linked half the posted issues), the OP describes,
"when the drawer is open, when I try to scroll horizontally, I always end up
dragging an icon to the homescreen instead of scrolling" which is what I
identify with.
Most of the comments agree with OP suggestion for various reasons, so I know my
suggestion doesn't negate the feature request for locking icons. That's also a
valuable option, but my feature request addresses accidentally dragging icons
to desktop for me.

Hmm, rereading 48, I think I see what you meant there. I thought you were
referring to iss37 comments 3, 4, & 9.
I've never had an issue with dragging items onto the dockbar (secondary, swipe
up to reveal). I do agree it could be faster. I like the idea of having an
app-specific menu from the app drawer to send a shortcut to the dockbar (or
action buttons or home screen). Do that for each app you want there, then sort
them around on the dockbar manually.
I like a13x.ch4ndr4's suggestion too. He says swipe the dockbar into view and
then have a way to open the app drawer from the dockbar to be able to drag
icons straight into position.
I think issue 10 actually discusses adding custom shortcuts/functions to the
dockbar, which is an awesome idea (note it's the most starred item here) and an
icon to launch the app drawer is a perfect example.

okay, I see issue 186, Add Activity for Custom Shortcuts: Open App Drawer, has
already been requested, specifically for a custom shortcut to the app drawer.
