Combine packages from binary/SD-card with data fetched from server into collection + save #70

Missing a command or extension to the axl ts command for also adding binary/SD-card packages to a collection. Once you have a collection it is easy to call to_dataset or netcdf.

@BenoitLD has been working on this.

Useful for @magnesim.
