cvmix_kpp_compute_OBL_depth doesn't know what to do if the whole column is in the boundary layer #17

I put in an error message + stop command if the bulk Richardson number is less 
than the critical Richardson number in the entire column... instead I should 
set OBL_depth to the bottom level (note that compute_OBL_depth gets 
cell-centered depths rather than interface depths, so OBL_depth won't be the 
same as ocn_depth).
