Based on the findings and implementation in issue #24, implement a solution to determine a user's average tremor level. Specifically, determine the rate at which a User experiences a tremor in a defined timeframe. This value will be used to determine the goal range.
Acceptance Criteria:
Determine the time window needed to detect a baseline Tremor level
Make the time window configurable in a reasonable manner (example, reference this variable in Constants.cs)
Ensure the mechanism by which we define the tremor level has been documented and signed off by the Customer
