Describe your changes

This change does the following: 1) Make waypoints dimension-agnostic 2) Put waypoint settings page in its own GuiScroll menu

What is your motivation behind this change?

I want to test this change with a version of the mod without this patch, and upgrading the mod to a version that contains the patch.

Tested this with a known working version of a settings file from before this patch. I added a warning message if there is a waypoints where there is no dimensions set to remind the player to update the dimension for that waypoint.
