We need an API to expose the Chrome sign in state to google sites. E.g.,
Docs/Drive team is hoping for such an API to use so that they can enable
offline Docs automatically for signed in users.
After discussing with Apps team, we decided to wrap the existing identity API
in a component extension and make it available for all google.com sites.
