Internal Commands can not be "removed" from the toolbar #70

This issue is new in the release stated below.

What steps will reproduce the problem?
1. Click on "Options" to open the "Settings" window.
2.Under the "Custom Commands" section select any of the internal commands, 
such as "Show System Files" and click "Remove".
3. Click "OK" to exit the "Settings" window and see that the "Show System 
Files" button is still in the toolbar but no longer responds to click 
events.

What is the expected output? What do you see instead?
In past releases when you had chosen to turn an internal command off 
("Remove" it) it no longer appeared in the toolbar.

In this release the item is still in the toolbar but is not active 
(nothing happens when you click on it).

What version of the product are you using? On what operating system?
Product version 1.6.1.201
O/S is Windows XP Pro with SP3

Please provide any additional information below.
I have also tested this is in a clean Windows XP Pro SP2 VM running under 
VMWare and it showed the same issue as on my machine.

The previous version I was using that did not have this issue was 
1.6.0.187.
