Add command option 'Run in'

Please add option 'Run in' (an edit line with browse-button which accepts
existing directories) to command options dialog (between 'Icon' and
'Command line').

The 'Run in' content shall define the directory in which stexbar calls the
command line. So stexbar shall enter the 'Run in' directory previous to the
call of the command itself.

'Run in' shall be optional, meaning it can be left empty.

Advantage:
Some scripts/programs depend on config files or call further programs which
they access by relative paths. So they must be called in their [install]
directory.
