Move save search icons and buttons above filter box on the right #99

The save search related links need to be moved above the filter box on the right. Currently saved searches cannot be accessed from any page in the site, they are only accessible from listings...

@surajpt The "save search" option should not appear on the doc open route (/doc/_iri/akn/mu/act/1948-06-04/ordinance_no_38_of_1948/eng@/!main), as well on the home page, as well on the /recent/_count/10/_from/1/_to/10 route.
