remove extraneous menu items #126

Get rid of separate "registered participants" and "past participants" menu items. Keep the functionality of the "past participants" menu item, but rename it just "participants."

Remove existing participants controller, views, etc
then rename past participants stuff to just be "participants"
make sure all links after user is done editing participants and such return to the participants action (and no longer try to go to past participants).

Ok I really haven't had much of a chance to start on this at all. If anyone's up for some refactoring, I'm un-assigning myself from this for now. :)
