Replace hoptoad_notifier gem #193

Awhile ago, Hoptoad became Airbrake http://robots.thoughtbot.com/hoptoad-is-now-airbrake so this gem needs replaced, or use something else that's better for production exception notification.

Notifications should be emailed to Gayle.
