Configuration - replace "date description" with specific start & end dates #99

Allow user to put in start/end dates instead of a string description. Once this change is made, then

a. change the header to format the dates for display b. change the birthdays report to highlight whose birthdays occur during camp

(a) is done; I'll work on (b) on Sunday.

(b) is done - I also added a highlight to the 'participants_by_age' report.
