Enable CI #22

I see that this repo has a .travis.yml configuration file, but it doesn't seem to be enabled. We should enable CI with GitHub actions to ensure we don't accidentally use invalid yaml syntax.

I think it got disabled since the move to ignition-tooling, but I've re-enabled it and it's working in #21
