Support platform requirements on gzdev projects #83

The PR implement and document the ability to specify a platform requirement to the --project configuration. This requirement allow us to implement different use cases that will depend on the platform in use by gzdev, for example to use prerelease repositories in the Harmonic libs while keeping jammy in stable.
