Jenkins CPU permanetly high: _dsl_ignition job is taking too long #1041

Starting with https://build.osrfoundation.org/job/_dsl_ignition/1505/ the job has jumped from taking 4 minutes to 15 minutes. The changes tracked in that job with respect to the previous are not even related to what is going on in that file https://github.com/ignition-tooling/release-tools/commit/5a64f14a18841dd1dae65c1938412aa5e786f0ab.

Looking at the machines, seems like the Jenkins process is going crazy in CPU usage:

It's back to take the usual few minutes. Leave it open to track new possible casses.
