Use keys.openpgp.org keyserver on gzdev for Bionic/Focal #1070

Use gzdev --keyserver option to pass keys.openpgp.org (opengpg is not working for our key) hkps://pgp.surf.nl on Bionic / Focal for trying to mitigate https://github.com/gazebo-tooling/release-tools/issues/1069.

Needs testing together with gzdev PR https://github.com/gazebo-tooling/gzdev/pull/73
