Add support for Noble -ci-{branch}- jobs on Harmonic #1125

After #1123, we can define the Noble ci configuration with just the stable branch jobs category enabled.

I'm not going to merge the PR to facilitate the work of the buidlfarmers until we can verify that the jobs indeed work on Noble. I'm going to generate the jobs for testing from this branch but they should not be consider as stable ones. ///cc @Crola1702 @Blast545 @azeey
