*-abichecker-any_to_any-ubuntu-noble-amd64 is triggered for every branch #1143

We typically don't trigger -abichecker- jobs for pull requests targeting a main branch, but I noticed that https://build.osrfoundation.org/job/sdformat-abichecker-any_to_any-ubuntu-noble-amd64/8/ was triggered for https://github.com/gazebosim/sdformat/pull/1420, which targets main.

After seeing noble abichecker jobs triggered for https://github.com/gazebosim/gz-physics/pull/642, a citadel pull request which doesn't support noble, I've amended the title to say that it appears to be triggering -abichecker- jobs for noble on every pull request. That may be incorrect, and I will revise with further evidence.
