This PR implements functionality for the GitHub action to run on Windows runner. (Following the official installation documentation)

The action installs a specific version of the gz-sim library using the information from collections.
It needs another GitHub action setup-miniconda to install Miniconda
Currently, it only supports the install of harmonic and garden.
A sample job has been added to the workflow to test the action.
README and tests have been updated.

I have resolved the merge conflicts!
