Summary

Fixes an error when building https://github.com/gazebo-release/gz_msgs_vendor/ in the ROS buildfarm.

Similar to https://github.com/gazebosim/gz-tools/pull/137

Needs: https://github.com/gazebosim/gz-cmake/pull/422
