Actor Collision Plugin for ignition gazebo #1364

Gazebo11 supports many actor-related plug-ins including collision capability, but ignition gazebo does not have that. https://github.com/osrf/gazebo/tree/gazebo11/examples/plugins/actor_collisions

I think this feature might require the implementation of https://github.com/ignitionrobotics/ign-gazebo/issues/418 first.

Is this the feature somewhat I expect to see for future version of ignition gazebo? Any help will be more than appreciated!

The core team is not planning to work on these features at the moment, but contributions are appreciated :slightly_smiling_face:
