why on boot of hassio there is "Attempting install of ruamel.yaml==0.15.42", is a bug or is normal?

First of all, it's an abandoned repository. If you need a maintained current version - it is here

Speaking about the message in HA logs - yes, it downloads an appropriate version of ruamel.yaml if required.
