Unable to start the application DIYld.exe 3.27 on Windows 7 64 #208

What steps will reproduce the problem?
1. I Double Click on diylc.exe
2. Nothing Append  I check the log and find This :

3. not more...

What is the expected output? What do you see instead?
The application GUI, but nothing

Whenever possible, please attach the latest log file. It will
provide valuable information when trying to reproduce and locate the
problem. Log files can be found in the log directory under the main
application directory and are marked with date and time.

What version of the product are you using? On what operating system?
3.23 on Windows 7 64b

Please provide any additional information below.
I've tried to use it as administrator, same problem, 
I've tried to use it in Windows Xp compatibility mode (SP2 and SP3), same 
problem

Log files has -on any try I did- the same contents (see step 2 before)

For info, I've downloaded the 1.23 and it work well.

Have tried everthing but won't start. Windows 7 x86, 32b
