First left-click does nothing

What steps will reproduce the problem?
1. Select a part (or parts) 
2. Try selecting another part or clicking elsewhere

What is the expected output? 
I would expect the first single click off of the selected part to deselect the 
part.

What do you see instead?
Nothing.  Part remains selected.  Double-click anywhere on screen re-edits the 
same part.  It take two clicks to leave the first part, and the clicks have to 
be spaced out enough not to be considered a double-click.

What version of the product are you using? 
3.27.0

On what operating system?
Windows 7 Pro 64-bit
