Add cartridge list so it's served correctly #17

This fixes issue 178 on the other repo.

The ROM list wasn't included in this repo, so I copied it to the correct location here so it will be publicly served when built.

I am submitting this PR as part of Hacktoberfest. This particular repo doesn't have the "hacktoberfest" topic, so can you please add "hacktoberfest-accepted" label to this PR if you believe this is acceptable.

Hi @dwaq and thanks for your help! It's enough to fix the broken link to point to the CSV in the other repo, we don't want the content to be duplicated for no reason (imagine patching the list and then having to remember all the places we copied it)
