Some changes to reflect recent questions and replies, but just proposed and not any strong opinions about this stuff.

Indicate GBC only is allowed
Update testing hardware to "Primarilly GBC" from "Usually DMG or GBC"
- Maybe this isn't necessary, but seems implied by allowing GBC only
Update Asset pack rule to mention covers are ok but the status as a cover will be taken into consideration when judging for originality / new content
