2023-11-04 minutes: minor fixes to typos, etc. #73

Just a couple of typo fixes, grammatical mistakes, etc. Also updated the timestamp on the title to UTC so people don't have to look up Europe's timezone to convert. (I'm assuming CET was meant, not CEST, given that western Europe switched out of summer time a week ago, but if CEST was intentional, subtract 1 hour from the timestamps I entered.)

The UTC time you specified is correct. But it seems you missed "add long a term solution" => "add a long-term solution" and the repeated "should" in
