Add CI to build the project and deploy it to gh-pages

This is currently done manually by committing to the gh-pages. The CI should:

Set up emscripten and needed dependencies (bison, cmake) to build binjgb and rgbds
Apply patches
Wasm build rgbds and binjgb
Run the bundler build and push the result to gh-pages (e.g. with the actions/upload-pages-artifact action)
