Character set issue

What steps will reproduce the problem?
1. We want to use Korean syslog file to syslog server(Kiwi syslog)
2. English is OK. But Korean is not OK.(Not readable)

What is the expected output? What do you see instead?
 - If I use UTF-8, it should be OK.

What version of the product are you using? On what operating system?
 - Windows 2008 server and evtsys 4.1.0 - 32bit. 

Please provide any additional information below.
 - Windows 2003 server and Windows 7 and evtsys 4.1.0 go well.

The changes you mentioned have been made and I am in the process of testing
