Uzbek datasets publication #169

Kumush has prepared two datasets:

Ortiqov GBIF 30. 08.23 Excel.xlsx

occurrenceIDs must be fixed so they are unique. Right now, for example, there are two rows with "IOZ-315", and three rows with "N-7285". The IPT does not allow us to publish with duplicate occurrenceIDs.

Parrya GBIF 2023 FINISH.xlsx

Some rows are missing catalogNumbers, e.g. row 38, 39, 46, 47, and 48, these must be given catalogNumbers.
Inconsistent catalogNumbers may need to be fixed or standardised (e.g. either with a space, e.g. "TASH 054317" or without a space, e.g. "TASH001371").
Change "originalTextData" -> "verbatimLabel" or "verbatimLocality"
Change "phytogeographicalDistrict" -> "municipality"
Change "phytogeographicalRegion" -> "stateProvince"
