Maybe the author's meaning was "incompta", ie. https://en.wiktionary.org/wiki/incomptus#Latin
... but i think that's speculative - i'd say for stability treat it as a noun and invariant. But maybe those who prefer 'incompta' can argue case "as misspelling" with others doing catalogs or revisions, especially if taxa has features that really fit the name. I don't feel catalogs are place for that discussion!
