That looks like something that should be published as a dataset (checklist).

It looks like it is a DB hosted by Biological Records Centre and also associated with National Biodiversity Network. It is unclear whether the data already is published in some of their datasets, but I will contact both publisher contacts and ask if the DB data can be published to GBIF.
