Pilot an open repository of user-defined rules to filter for fitness-for-use based on taxonomic, geospatial, and temporal combinations.
I will use this issue as an area to collect examples for a potential rule-based annotation system.

Annotations are one of many data quality measures planned or already in production.
Data quality solutions and ideas at GBIF :
GBIF issue flags (currently working and usable)
Common geo-spatial issues (currently working and usable)
Gridded datasets (currently working and somewhat usable)
Centroid flagging (close to production)
Ocean flagging (close to production)
Environmental and geographic outliers (implementations available)
