Real-World Complications
I am not really sure how stable taxonKey(s) are in the GBIF backbone. GBIF backbone issues are sometimes too complicated to capture succinctly. However, we do get a lot of these issues and they are difficult to fix in a timely way, more structure around the user feedback might be helpful. There would probably have to be a way to remove the annotation once an issue was fixed. This rule would probably be too complicated to automate in a useful way, but I am creating it as an rule that probably wouldn't work.
