Editorial Panel responsibilities clarification #1

In the Documentation Editorial Panel Terms of Reference one of the listed responsibilities of the panel is: "Review drafts and provide comments back to authors". It is not clear whether this refers to content review (I would assume not), or format review (in which case there should be some guideline on what is asked from authors, against which the panel could compare what it was given), or other kind of review.

I believe the focus here should be squarely on content.
