dissonance in definitions of pcr_primers and pcr_primer_* #172

I'm not sure if this is the best place for issues related to the DNA-derived extension, but I noticed some other issues reference the extension. Please let me know if this should be pulled in another repo!

pcr_primers allows multiple primer sequences in a single row: "This field should contain all the primers used for a single PCR reaction if multiple forward or reverse primers are present in a single PCR reaction"

all the terms beginning with pcr_primer_ specify that, "If multiple multiple forward or reverse primers are present in a single PCR reaction, there should be a full row for each of these linked to the same DWC Occurrence. "

Is there an explanation for the difference? Are these terms ever exclusive of each other?
