Project pages - remove participant logic #673

This logic in portal16 is no longer desired: https://github.com/gbif/portal16/blob/21321ad0b9f2c2213c19becb09f9c18a33ae4d66/app/views/pages/resource/key/project/about.nunjucks#L136

as is creates confusion with non-country participant. It should removed.

(or rather, not removed from portal16 but not enabled in gbif-web)
