Allow redeploying a release #273

The jenkins job does not allow redploying a release.

I miss having the option to redeploy a release. This is relevant when for example there is a bug in the theme. Fixing the theme will have no consequences for the running portals until they are rebuild. And we have no way to build and deploy without doing a release.
