IPT can upload zipped archives to pilot repository #1026

What feature would like to see being added to the IPT?

IPT can upload zipped archives to pilot repository, and do so in communication with
the GBIF registry. 

Relates directly to GBIF Work Program for 2014, for more information see http://dev.gbif.org/issues/browse/GBIF-10

Additional information:

A service agreement will be required first. In theory, there will be a call for selecting
of appropriate pilot partners. 

Changes in the Registry should also be anticipated, so crawlers can always find the
latest published backup which is online.

Actually blocked until criteria for a GBIF-compliant persistent repository are defined
(see http://dev.gbif.org/issues/browse/GBIF-9), and the call has gone out selecting
one or more appropriate pilot partners (http://dev.gbif.org/issues/browse/GBIF-10).

Wonderful to know that a new GBIF data repo is currently under development (note: GitHub repo is currently private). Once this data repo is in place, it removes the blocker on this issue.

@fmendezh you're most welcome to provide your feedback on how you envision the IPT interacting with the GBIF data repo. In case it helps, here is the IPT's DOI workflow and the IPT's DOI versioning policy. Thanks.
