Subtype dropdown not populating for sampling event

I don't seem to be able to modify the subtype in our IPT (https://ipt-obis.gbif.us/). For example, I have two datasets (1994 dataset, 1995 dataset) that should both have "Observation" as the subtype:

However, in both cases, the subtype menu dropdown only populates with "no subtype", even though the previous screenshot shows a subtype listed for one of them. Here is a screenshot of the metadata editor for the 1995 dataset:

Is this a bug, or am I overlooking something?
