Accept other analytic tool #2080

I wonder if it would be possible to allow other analytics tools, instead of Google Analytics, in the IPT Settings.

We decided to use https://matomo.org at Rio Botanical Garden, and there is no simple way to make it work with IPT. Thus, please, consider to be more inclusive at the analytic tools that could be associated with IPT, in the "Settings".

Essentially https://github.com/gbif/ipt/issues/1988 — for flexibility, the administrator including a few lines of Javascript at the end of the page should be sufficient (Matomo's instructions: https://developer.matomo.org/guides/tracking-javascript-guide#finding-the-piwik-tracking-code).

If you need a quick fix, and you're using Tomcat or similar, you can manually edit .../WEB-INF/pages/footer.ftl

Thanks @MattBlissett . That will be a little bit complicated, considering the access negotiation with IT Department. There is any possible horizon to next versions of IPT to have this feature implemented?

We (GBIF Finland/FinBIF) recently switched from GA to plausible across our services. Having plausible as an option would be handy for us at least.
