Use GBIF common api's DatasetSubtype

Replace static subtype list with enum from DatasetSubtype in the GBIF Common API project.

For consistency, an XML vocab with i18n support (based on the enum) could be added
to the gbif vocabularies in rs.gbif.org

are migrated to successfully use values from the vocab.

Spanish and French Translators, feel free to review this vocabulary's translation's
and provide feedback.

Hope this helps. I think some contexts can be better explained if the description are
also translated, because the concept in Chinese is so new to people just like it's
still quite new in English. But just a suggestion, we could do it in the next round.
